Steve Sheldon has led entitlement and land development projects across California for 35 years. With deep experience in public policy and real estate, he has managed hundreds of development efforts before cities, counties, and special districts, negotiating development agreements and delivering entitled properties to investors and builders.

He serves on the Orange County Water District Board of Directors. Re-elected in 2022, he has served multiple terms as Board President and currently chairs the Property Committee. 

Steve’s public policy background proves especially valuable as California’s housing laws continue to evolve. His experience with the Surplus Lands Act includes winning public school land auctions and purchasing land from and selling to multiple California cities. 

A former land-use attorney and political consultant, he blends public service with private sector results, focusing on projects that balance growth with long-term infrastructure needs.
