Background

Rio Rockwell is a 104-home community located on two parcels totaling 15 acres at Frazee and Old Grove Roads in Oceanside. The land was previously owned by the City of Oceanside as part of the San Luis Rey River flood control project and declared surplus before SRS acquired the site. The project received unanimous City Council approval in 2021.

Entitlement & Design

The community balances new housing with environmental stewardship, maintaining a 100-foot buffer between homes and the river levee. This open space protects native habitat and bird species, including the least Bell’s vireo and Southwestern willow flycatcher. Rio Rockwell features 50 two-story single-family homes and 54 three-story townhomes, with 13 deed-restricted affordable units. Architecture draws from Mission Revival and Spanish Colonial Revival styles, reflecting the nearby historic Mission San Luis Rey
