Background
Covina 38 was SRS’s third acquisition from a public agency using the Surplus Lands Act (SLA). Located next to the newly constructed Covina Transit Center and Metrolink station, we partnered with the City of Covina to create this residential community. The project introduces 38 modern Spanish-style townhomes on a 1.46-acre site at 155 East Covina Boulevard, transforming a vacant property into high-quality housing that supports the city’s vision for smart growth and sustainable development.
Entitlement & Design
Covina 38 features five three-story buildings with landscaped open spaces, private garages, and modern architectural detailing. Approvals required a General Plan Amendment and Specific Plan Amendment within the Covina Forward Specific Plan area. The design reflects a commitment to walkability, transit access, and long-term neighborhood value. The project was sold to Century Communities.
